6 Arunachalee children missing in Nepal
ITANAGAR, Mar 17: Call it gross carelessness of parents or desperation to ensure better education to their children, at least six children from Bana area in East Kameng are reported missing after they were taken to a Nepal monastery by a native of Dirang in West Kameng.
Some twenty children including three from West Kameng were taken to Nepal by the man.
The parents sent the children as they were assured of free education and boarding earlier in February and they had even arranged Rs 3500 each per child.
But on Feb 16, the children went missing which has prompted the parents to seek help from the district administration.
When contacted SP East Kameng Tumme Amo said that reports of missing children have been lodged with the authorities by the parents and the district administration has constituted a committee comprising of Police personnel and a magistrate to look into the details. The committee is to submit its report within a week’s time.
He said that he is awaiting a response from the institution about the details of students from Aruanchal.
He further said that it is not clear where the children went missing. The person who took these children to Nepal allegedly had sent more than 100 students from West Kameng to the same institution including his own son.
Some of the parents whose children are already studying at the institution have also met the SP and DC. One of the parents told the district police that he is in touch with his son.
The children who are all minor allegedly were taken to Nepal without valid papers.
Meanwhile All Aka Youth Association has thanked the Chief Minister Dorje Khandu , Director General of Police Vimla mehra and East Kameng district administration and Tame Phassang for their prompt action in initiating action.
It said that govt have assured to approach the Nepalese embassy to trace out the missing children. The Association has demanded that all twenty four children taken from Bana area be brought back home.

Meanwhile Home Minister Tako Dabi informed the business community during the spot visit to Naharlagun this afternoon that the state Govt is taking proactive steps to book the culprits involved in the killing of a trader Rajendra Choudhury on Monday,.
While interacting with the representatives of the business community on the spot he directed the police to apprehend the culprits within ten days by mobilizing all possible resources. He also directed the DGP Vimla Mehra telephonically for posting sufficient workforce immediately in the sensitive areas on priority after listening to the grievances of the representatives including Local MLA Techi Kaso.
The police is proactively pursuing the matter and the DCs and SPs of Lower Subansiri, East Siang, East Kameng, Kurung Kumey and West Siang districts have been alerted for nabbing the culprits, he further informed the business community represented by ACCI president Techi Lala and general secretary Tarak Nachuk among others.
Checking in neighboring areas of Assam has also been intensified, he informed adding his department is taking immediate action to strengthen the police force with increase in police forces and posting of efficient police officers and personnel in the Capital complex.
Condemning the murder as a heinous and cowardly act, the Home Minister said that the state’s economy will get crippled if the traders leave the state due to such incidents. The Home Minister sought the cooperation of the business community and the citizens in maintaining law and order in the twin city.
Local MLA Techi Kaso apprised that since the twin city of Naharlagun and Itanagar are the main areas of economic activities in the state, sufficient security forces should be made available immediately. The Local MLA also stressed on capable and efficient police officers and personnel.

BJP demands clear cut policy on power projects
ITANAGAR, Mar 17: Bharatiya Janata Party (BJP) today urged the state Govt to come out clear on the relief and rehabilitation measures for the people likely to be affected by the hydro power projects being undertaken in Arunachal Pradesh.
BJP is not against the hydro power projects, but the Govt should take the project affected people into confidence and clearly reveal its policy on rehabilitation before signing of the MoU/MoA on hydro projects, said state BJP leader and party’s national secretary Tapir Gao in a Press meet today.
Referring to the state’s Rehabilitation and Resettlement Policy 2008 which is supposed to be best in the country, Gao said there is no Govt land in Arunachal, Govt should clear its stand as to how and where the affected people will be rehabilitated and the local problems like road infrastructure, education and health facilities of the affected people will be met.

Price rise: Expressing serious concern over the soaring prices of essential commodities, Gao said, more than 20,000 people from all North Eastern states including Arunachal Pradesh will participate in Guwahati Challo abhiyan to be held on April 5 next. BJP national president Nitin Gadkari would address the gathering.

Annoyed doctors threatens legal action
ITANAGAR, Mar 17: After the engineers, now it’s the doctors of the state who are unhappy with violation of laid down norms. The Arunachal Pradesh Doctors Association in a memorandum to Chief Minister said that if the two point’s demands which include immediate cessation of direct recruitment of doctors from NRHM and Contractual services are not met, they would be forced to seek legal help or resort to democratic movement.
In the memorandum, the Association said that mode of recruitment of doctors to the state service has been done violating all norms. In schedule III of APHS Rule 2000, the mode of recruitment is through APPSC. But taking undue advantage of the provision under Rule 8 of the APHS 2000, which was further amended to facilitate such manoeuvre in 2003, the mode of recruitment of doctors has deviated grossly from the laid down guidelines.

The Association further said that Dr L Bagra’s appointment as District Medical officer, East Kameng be cancelled. It said that Dr Bagra does not fulfil the eligibility criteria and his appointment as DMO bypassing hundreds of senior doctors is violation of recruitment rule and also office memorandum dated 4 June 2009. As per the seniority list of 2002, Dr Barga stands at 168 among the Medical officers (allopathy).
Dr Bagra joined APHS as Medical Officer in 1996 and got First Time Bound promotion as SMO in 2004 while his Second Time Bound Promotion as SMO (SG) is yet to be.
RGUSU reiterates its demand for removal of VC
ITANAGAR, Mar 17: Rajiv Gandhi Students Union has reiterated its demand for removal of the Vice Chancellor Prof K C Belliappa from Rajiv Gandhi University to save the campus from “law and order problem”. The students in a four paged representation to the Chief Minister said that removal of the VC would only ensure restoration of peace and normalcy in the campus. It said that nothing less than tendering of resignation of VC would be entertained.
The students who are on loggerhead with administration demanding various issues including renaming of University to Arunachal university has said that if the VC continue to remain in the campus, there will be continues law and order problem including bloodshed.
The students led by president Tayuk Soanm and Lingdum Taha in fresh allegation have said that VC has blatantly disregarded the University acts, Statutes and ordinance and he has no moral authority to remain in office. The students said that his running of the University speaks for itself as the UGC has threatened to declare Rajiv Gandhi University a non performing university. It said that after taking over as VC, there have been several incidences of inefficiency, negligence and carelessness coupled with lack of cordial relation with the people.
The students further said that VC has been absenting from his office by availing more than 30 days leave in a calendar year.
NES demands creation of Nyishi Dept

“Under the MoA between Arunachal Pradesh Government and NHPC Ltd on January 27, 2010, the provision made under Article 13 – Upfront payment and other benefits, under clause 13.1(a) and 13.1(b), an amount of Rs.17 crore has been diverted for establishment of Law College, Itanagar and Rs.10 crore for construction of Convention Centre, Itanagar, which is not related to the project affected families alone, ” the memorandum claimed.

ITANAGAR, Mar 17: The five day long AROGYA, a comprehensive health fair on Ayurveda, Yoga & Naturopathy, Unani, Siddha and Homoeopathy (AYUSH) got underway at Indira Gandhi Park here today.
Organized by the Department of AYUSH, Ministry of Health & Family Welfare, Govt of India in collaboration with State Department of Health & Family Welfare, the mela is the first of its kind in the state and fifth in series in the North East this year aiming at promoting and popularizing the AYUSH systems of medicines among the people of the region, besides promoting Health Tourism and National Rural Health Mission (NRHM).

Pavitra further informed that under NRHM, AYUSH doctors and facilities were made available in the PHCs, CHCs and District hospitals.
He said that the 5 day long AROGYA would provide a suitable platform to showcase the strengths and potentials of traditional systems of medicine, exhibit the research and development efforts in the AYUSH sector, forum for interaction with practitioners, consumers and other stakeholders, besides creating awareness among people about the alternative systems of medicines.
Later, Pavitra inaugurated the exhibition stalls on AYUSH and other departmental stalls under DHS and NRHM.
Earlier, Dr B.T Chindananda Murthy, Director CCRYN, Department of AYUSH, Ministry of Health & Family Welfare, Govt of India informed that the comprehensive health fair on AYUSH is to create awareness about the strengths of the ancient systems of treatment and sensitize the stake holders and health providers about various schemes of the department. He also felt the need to set up AYUSH Hospitals and colleges in the state for development of this sector and assured to organize a mega health camp in the state with the next few months.
Capital DC Padmini Singla advocated for this ancient system of treatment which is based on nature for permanent cure of all ailments and other health imbalances. Emphasizing on the significance of AYUSH, Singla suggested for standardization of the system by setting up of hospitals and colleges, besides integrating the subject with other medical sciences.

It’s time for Govt to wake up from deep slumber

ITANAGAR, Mar 17: The killing of businessman Rajendra Choudhary at Naharlagun on Monday morning has left serious questions for authorities to answer.
Despite tall claims by authorities on improved law and order situation, there is no denying the fact that capital complex had witnessed some sensational murder cases in the last few years. State police with their limited resources had done creditable job, though at times even they have been found wanting.
After every criminal incident normally fingers are raised towards police officials for alleged lapses. In the midst of all hullabaloos, real issues pertaining to law and order situation and how to tackle criminal activities in capital get lost somewhere.
With every passing year population of Itanagar is increasing rapidly with people from every part of state and outside migrating for better avenues. . There is also limited number of police station to cater the ever increasing population of Itanagar and its adjoining areas.
Even though state capital is witnessing rapid urbanization, police modernization is yet to start and this is among many other issues which are rankling citizens of capital. “Government has to correct few basic things for better functioning of police system. For example, I don’t understand the logic behind IRBn and APPBn jawans working as traffic personnel. Often these jawans do job of traffic police by checking helmets and looking after parking problems in places like Naharlagun market,” said one concerned resident. He also believed senior police officers and people running daily affairs have to make sure that such mistakes are being rectified.
Some residents complained that most of the police officials are busy protecting politicians and bureaucrats. “In our state even those bureaucrats and politicians who expect least danger to their life are being given police protection. This is big hindrance to already short staffed police force,” told another angry resident of Itanagar on condition of anonymity.
City police also need to pull up themselves so that incidents like that of Naharlagun does not repeat. “I often travel at night because of work commitment. But very rarely I see police team patrolling the street of capital. I think city police have to show more commitment to make citizens feel safe,” echoed one more citizen.
There is also need for more interaction between police and denizens of capital complex specially those living in boundary areas from where mostly criminals escape to neighbouring state after committing crime.
Although authority may differ, general public feel that more steps are needed to make our capital safer place to live in. Time has come to do work than talking. Hope people at the helm of affairs are listening.

60 handicapped students provided hearing aids and crutches

SEPPA, Mar 17: The Arunachal Pradesh Disabled People Organisation in collaboration with the All East Kameng Handicapped Welfare Society organsied a “medical assessment camp for child with special need” at Seppa on last Monday.
Altogether 60 out of 105 identified handicapped students were provided with hearing aids and crutches during the camp.
The camp was guided DDSE T Ramsing and SSA District Coordinator Kacha Tajo and under the medical supervision of Dr Krishna Welly.
Meanwhile, Organisation’s vice president Kongo Taku has extended gratitude to State Project Director SSA, East Kameng DC, DDSE and others for providing hearing aids and crutches to the disabled students who were not in position to buy the aids.
AAPWU says no to forceful donation

144 Cr.PC imposed
ITANAGAR: In view of the reported dharna to be staged by the All Arunachal Pradesh Students’ Union (AAPSU) during Assembly session beginning from March 18, the Capital administration in an order under section 144 Cr.PC prohibited office bearers, members of AAPSU and other students/persons participating in dharna to assemble within 100 mts distance from Assembly building. Such dharna shall be allowed beyond 100 mtrs of Assembly building on the other side of the NH52A, the order read.
Apex bank to launch recovery drive
ITANAGAR: Apex Bank authority has decided to launch recovery drive against defaulting borrowers from the first of May next.
The bank has launched one time settlement (OTS) scheme to settle the overdue loans of the defaulters, a release of the Bank said, and requested all the defaulters to opt for the scheme at the earliest.
The bank further appealed to the state and central govt authorities to obtain ‘no objection certificate’ from the bank before releasing any payment to their contractors/suppliers which would help the bank recover dues.

Lets learn our lesson now
Dear Editor,
I would like to mention at the very outset that I am not against development nor am I anti Arunachal. But recent events that have been going on in the state has caught my attention. The issue regarding the construction of hydro power projects in the state has caught my attention. There has been proposals for the of 104 hydro power projects. Is it feasible for the state?
Our state is placed in Zone V of the earthquake prone areas. The Himalayan mountain range, of which Arunachal is a part are young fold mountains which are still in the process of uplifting and as such are very unstable. Moreover the proposed dams if built would store large volumes of water which would put immense pressure on the already unstable continental plates resulting in landslides, rockslides and weakening of the mountains. The area of Ranganadi hydro power project is for everyone to see.
The other problem is that of siltation, which reduces a dam’s storage capacity so that water from a wet season cannot be stored for use in a dry season. After that point the dam becomes uneconomic. Near the end of the siltation, the basins of dams fill to the top of the lowest spillway, and may cause the dam to fail during any season. Some especially poor dams can fail from siltation in as little as 20 years. Even larger dams are not immune. For example, the Three Gorges Dam in China has an estimated life that may be as short as 70 years. So, for a dam that will hardly have an estimated life of 80 years, is it a wise investment on the part of the government?
It also leads to submersion of extensive areas upstream of the dams, destroys biologically rich and productive lowland and riverine valley forests, marshland and grasslands. The submersion of large areas of forests also produces increased amount of methane and carbondioxide which will effect the immediate and the globbal environment.
The loss of habitat for animals and the aquatic life is also immense. But, most important aspect of it is the rehabilitation of the affected people. The people have attachment to their lands on which their father and forefathers have lived. They just can’t give up their land for some fancy rich lobby who wants to construct a dam withstanding the interest of the people. There are a lot more disadvantages but the point I am making is that, have all due considerations been taken by the government or the only consideration has been money.
The government may give the reason for continuing the project, for the economic prosperity of the state. But, we all know who’s prosperity they are talking about. The Ranganadi officials have clearly mentioned that they won’t be liable to any damage caused because of the release of water. This clearly show the apathy of the administration and the officials to the common people’s concern.
Our state has so much potential as a tourist destination and wild life is abundant, then why does the government not concentrate on these subjects which has the same potential as hydro power projects? They will be more productive in terms of employment guarantees to the local people as well for their economic prosperity, while maintaining the same ecological balance that is there at present. Some people learn from others’ mistakes and others from their own, we have already made ours, in the form of Ranganadi and NEEPCO, let’s learn our lesson now.

INSA with a mission

It is now a common knowledge that the age-
In order to make a purposeful study of the problem, it is imperative to collect all relevant quantitative and qualitative data relating to opium cultivation and addiction in these districts. This can only be obtained through field visits and by interviewing the village heads, cultivators and other informed persons in the region.
INSA, therefore, required volunteers to go to the villages and collect such information. The office bearers of AMSU, the Mishmi students union were requested by INSA to identify volunteers to conduct the study. It is heartening to note that a section of local youth, both men and women, apparently desirous of fighting the drug menace among their communities, came forward to assist the study. INSA selected thirty volunteers to do the job and trained them for three days during the last week of January this year. They were also provided a camera and an allowance of rupees ten thousand each to meet the expenses and cost of travel, etc. during the month long study they were asked to conduct. The volunteers (surveyors) were asked to submit a report in the prescribed format at the end of their field trips during the month of February.
It is reported that while the survey was still underway, a team of law enforcement machinery from the Central Bureau of Narcotics (CBN) carried out destruction of opium cultivation in IGG College area, Mikaliang and some other parts of Tezu. A misinformation seems to be doing rounds among the general public of the two districts, particularly in the areas where the destruction of poppy cultivation was undertaken, that the members of AMSU and the volunteers conducting the field survey have initiated the destruction of poppy cultivation. Unfortunately, some of the surveyors and members of AMSU are reported to have been physically assaulted and abused by the public.
This is to clarify that the surveyors engaged by INSA through AMSU had nothing to do with the destruction of poppy cultivation, which action was taken by the CBN in accordance with their own mandate. INSA or the surveyors conducting the field survey have played no role in the destruction of opium cultivation. On the other hand, the opium survey work is still underway and a report is expected to be submitted by INSA to the state government with a view to find alternative means of livelihood, treatment of drug addicts and overall development of the opium growing areas.
INSA aims to continue to work for the betterment of the people of Arunachal by assisting the state government to find a permanent solution to the lingering problem of cultivation and addiction to opium.

Dear Editor,
While going through your article about the killing of a trader, it’s sad to note that people take the traders for granted. Why don't they get the right to protest for the wrong? Even they are part of the civil society. They have all the right to put down their shutters if they don't feel safe in our state anymore. They are no way harassing the public but just making their problem known to the govt through the way which every forum, group, student unions do.
